Primitive Art In Fact

While the kercheifed lady takes in hier orders, another fellow steps up to the table, and hands the Appraising Fool what looks like to be a two lengths of cane fly-rod with a long shiney flange screw attached to the far-end. The flange-screw is held into place by what appears to be a glop of some sort of bondo-weld, wrapped under several layers of ducting tape.
"Kind Sir," the fellow holding the are-cane travesty implores, "I picked up this artifact at a What-Not Shop over in Thistle County for a laugh, but now the Mrs won’t let me bring it into the house until we now for sure if it’s safe or not, so kind sir, could you help identify just hat this Arti-Fact really is?"
